Existing Dealers
This form can be completed by:
- Notary Public
- Law Enforcement Officer
- Division of Motorist Services Compliance Officer,
- Authorized employee of the dealership.
As with most rules, there is an exception. For vehicles coming in from out of the country, VIN numbers can only be verified by a compliance examiner from the Regional Office.
As is the case with in-state trade-ins, every dealer selling a vehicle must have proof of ownership of the vehicle being sold before the sale can take place. Proof of ownership will be required before assignment of title can be completed by the department.
