Dealers with an auction license are exempt from reassigning or transferring title to the buying dealer. Auctions are not considered buyers or sellers. The auction only has to include its license information on either the title or reassignment form to be completed by the selling dealer. The only exception to this rule is that the auction owns and sells its own vehicle. The auction would then be responsible for complying with the same obligations of a dealer. Further, the auction would need to apply for an independent dealer license as well.
