Requirements for the Application

Completed HSMV 86056 Form and Fee

  • $300 for motor vehicle dealers.
  • $340 for mobile home or recreational vehicle dealers.

Proof of Identification

A copy of a driver’s license (DL) or valid identification.

Proof of Property Ownership or Lease

A certified copy of the property lease agreement or proof of ownership of the dealership location.

Proof of Electronic Fingerprints

Receipt of electronic fingerprints for each new officer, processed by an FDLE-authorized service provider.

Dealer Training Course Certificate

A copy of the certificate verifying completion of the required dealer training course.

Original Bond or Irrevocable Letter of Credit

An original document guaranteeing the dealer’s financial obligations.

Business Name and/or Fictitious Name Registration

A copy of the registered business name and/or fictitious name (if applicable). Available online at sunbiz.org.

Certificate of Business Registration

A copy of the certificate from the Florida Division of Corporations showing the business’s current registration to operate in Florida. Available online at sunbiz.org.

Business Entity Documents

Depending on the business structure:

  • Corporation: Articles of Incorporation and corporate meeting minutes showing the election of corporate directors.
  • Limited Liability Company (LLC): Articles of Organization and Operating Agreement.
  • Partnership: Partnership Agreement.

Liability Insurance (Optional for Some Types)

Independent Dealers (VI), Auction Dealers (VA), and Wholesale Dealers (VW): Option to submit either:

  • A garage liability insurance certificate with at least $25,000 combined single-limit liability coverage (bodily injury, property damage) and $10,000 personal injury protection, OR
  • A general liability insurance policy plus a business automobile policy with the same minimums ($25,000 combined single-limit liability and $10,000 personal injury protection).

Salvage Dealers (SD): Exempt from submitting garage liability insurance coverage.

Franchise Dealers (VF), Recreational Dealers (RV & RU), and Mobile Home Dealers/Brokers (DH/BH) Selling Recreational Vehicles: Must submit a garage liability insurance certificate with at least $25,000 combined single-limit liability coverage (bodily injury, property damage) and $10,000 personal injury protection.

Federal Employer Identification Number (EIN/FEIN)

A nine-digit number assigned by the IRS, mandatory for businesses with bank accounts or employees (including sole proprietors, partnerships, LLCs, and corporations). Available at irs.gov. Self-employed individuals without employees must submit an affidavit confirming this along with their application.

The EIN must be prominently written on the license application.

Sales Tax Number

Required for motor vehicle dealers, per Rule 12A-1.066. Obtainable from the Florida Department of Revenue at taxapps.state.fl.us/IRegistration/. Dealers must collect and remit sales tax on each sale to the Department of Revenue. Sales tax numbers are issued per dealership location.

Photographs of the Proposed Licensed Business Location

Two positive print photos, minimum 3” × 4” in size:

  • One showing the exterior from a distance, clearly depicting two sides of the building, including the public entrance.
  • One showing the remaining sides of the building that will house the dealership. At least one photo must show the area for displaying vehicles/units for sale, if display space is required.

Photographs of a Permanent Sign

Photos of a permanent sign identifying the dealership at its location, clearly visible and readable from 50 yards away from the public right-of-way, using lettering or graphics of sufficient size and color.

Photographs of Operating Hours

Photos showing the dealership’s operating hours clearly posted at or near the main entrance, on a placard, sign, or other durable means, and the dealership must maintain these posted hours.
