Per F.S.320.131, dealers who do not use ETR must submit all applications to a county tax collector or license plate agency for processing, pre-printed temporary license plates can be obtained from Tax collector or license plate agency.

  2. Proof of Identity per The Division Of Motorist Services  Procedure TL-01: http://www3.flhsmv.gov/dmv/Proc/TL/TL-01.PDF
  3. Proof of insurance with the exception of motorcycles, trailers, and federally owned vehicles.

*Note
  • The applicant retains the original copy of HSMV83091: http://www.flhsmv.gov/dmv/forms/BTR/83091.pdf and must maintain at all times while driving with the temporary plate.
  • The issuing agency must retain the duplicate copy for a year after issuance
