What is ETR?
Electronic Temporary Registration System (ETR), allows dealerships to issue temporary license plates to customers and more importantly it also allows dealerships to submit customer and vehicle information to the State in real time.

What does ETR allow an end user to do?
Allows you to issue Temporary License Plate via Print on Demand.
Allows you to electronically transfer a metal plate to the vehicle that has been acquired (Note: the metal plate has to be physically affixed to the vehicle before the temporary transfer is done).

What are the benefits?
The benefits are:
  • Real time information to law enforcement and the Department.
  • The ability to identify toll violators or others with traffic infractions
  • Not having to maintain a temporary license plate log (Dealership)

Who is required to participate?
Rule 15C-16.006, All Dealerships located in Florida since July 1, 2008, (effective date) are required, so YES participation is mandatory.  **(this includes any entity that is authorized by the State of Florida to issue Temporary License Plate such as dealerships and tax collectors)**

Are there any exceptions? 
Yes, system outage or a trailer with a net weight of less than 2,000 pounds.

In this case pre-printed temporary license plates can be obtained from Tax collector or license plate agencies.

What equipment will the dealer need in order to participate and what are the requirements/responsibilities?
Equipments: (at its very least) Necessary equipment would be a computer/monitor, internet access, access to your vendor, a printer, and temporary license plate stock. (Temporary license plate stock is provided by ETR vendor for a price)

Requirements/responsibilities: As a dealer you have the responsibility to provide to your ETR provider criminal history checks on all principal and prospective users. The criminal checks must meet the departments rules see link below for more information on Rule 15C-16.006. The dealership must also allow authorized users only to access the system. When fees are charged to the customer the fees must be fully disclosed separately from all other fees on a bill of sale/sale agreement.

Issues that will cause a ETR vendor/participant applicant to disqualify/suspended?
Disqualification will depend greatly on any criminal records or if false or fraudulent information has been provided.

**Remember to keep unauthorized users from having access to your ETR account/hard data, by keeping passwords current and keeping hard Data in a safe and secure place most preferably under lock or safe, do not charge fees in excess of those authorized by law, always correct errors if not familiar with how to do it contact your ETR provider they will be happy to help you.

What should be done with the license plates in the system when a vehicle is returned to the dealer?
The dealer is required to restore the registration back to the original vehicle. This can be done by the dealer through the ETR system. In the case of a first car the transaction can be canceled. In any case contact you ETR vendor. Since each vendors system is unique.

What is considered misuse or abuse and what are the penalties?
As a dealer you are only allowed to issue temporary license plates to individuals who purchase a vehicle from you. The Department is constantly checking for misuse or abuse of temporary license plates. Dealers are authorized to issue two temporary license plates to a consumer. If a dealer issues a third one it will trigger a red flag and the department will take action by placing an administrative action against your license. Nevertheless if you manipulate the system to issue three temporary license plates you will lose all your ETR privileges and the department has the right to revoke, sanction or fine the dealership.
